I would be less surprised if such vehicles were owned by a larger county or by the State; but Fairfield is a medium-sized county with no large cities (the county seat, Lancaster, has about 35,000). It seems like overkill, even by the thinking of our overlords.

Is there anything that could be considered to be "strategic" in the county?

Closest thing to "strategic" that I can identify is a juvenile correctional facility a few miles south of Lancaster.
