The AZ Governor should immediately recall her National Guard forces back from the Middle East (if they are serving there), and post them, armed, along the border with a reasonable action order: Thugs with guns, shoot to kill. Illegals, round & up (no blankets, water or comfort), and send them back. Arizona is a sovereign state (read the same as Israel is a state or France is a state, not subordinate to the United States. She and the citizens of the state have every right to expect their borders to be safe & secure. The first sentence of Article 4, Section 4 of the Constitution reads "The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion". She's the Commander in Chief of her National Guard - use'em!
